MEET YOUR NCHEPM TEAM

  • Migdalia Gonzalez is the newest member of the Federal Aviation Administration’s (FAA) Office of Civil Rights, as the Hispanic Employee Program Manager. Charged with strengthening Hispanic outreach, employment and planning. She serves as a resource for information related to expanding and empowering future employees with the FAA. Prior to her joining the FAA, she held a leadership position in the US Dept. of Housing and Urban Development’s Office of Housing as the Supervisory Training Officer. In this role, she managed a team dedicated to the development, execution and delivery of employee career and leadership development initiatives for the entire program office. Migdalia also served as a Housing Recovery lead for the department when disasters occurred. In this role, she worked diligently to help individuals and families impacted by disasters obtain the services they needed to recover. In her role as a Housing Recovery lead, she implemented and executed various initiatives throughout the country resulting in survivors obtaining assistance. Because of her efforts, the team received the Gears of Government Award for their outreach efforts. In addition, she was the lead representative of the special emphasis employee group the “Latino Network” where she developed training and leadership programs for the entire department.

    She made the successful transition from the private to the public sector. Preceding public sector service, Migdalia held several senior level positions in the real estate and mortgage industries. She was a Vice President for the Consumer Real Estate Division at Bank of America where she facilitated national initiatives to expand homeownership for emerging markets.

    Migdalia is responsible for creating the first Latino-owned real estate Franchise, UNIcasa Franchising where she served as the Vice President for Business Development. Under her leadership, she expanded the franchise from 13 offices to 23 throughout the country, doubling sales within the first year of operating as a franchise.

    She is a Leadership Coach for the non-profit Braven, coaching and preparing college students on their career development. She is a master trainer and motivational speaker. She has delivered training to both the public and private sector organizations such as the USDA, DOJ, HUD, CBP/DHS, and LULAC- Federal Training Institute to name a few. She is committed to the development of others to create a more diverse and inclusive community for all.

  • Dr. Michelle Pacheco Turner, is a native of the Dominican Republic, she was raised in Bronx, NY and Hollywood, FL. Upon graduating from Miramar High School, she enlisted in the United States Army. After serving as a non-commissioned officer in the US Army, she retired.

    After her time with the US Army, received her PhD in Organizational Management & Behavior from Capella University and a Masters in Management Acumen and Leadership from Brenau University. She entered federal service in 2009, after working in Corporate America, she started as a Medical Support Specialist at Eisenhower Army Medical Center in Fort Gordon, GA. She then applied for the Department of the Army's (DA) extensive Equal Employment Opportunity (EEO) Specialist internship program and was selected from over 300 applicants. The program afforded those graduates the opportunity to become EEO Specialists, DA Counselors and Certified Mediators. She became a full time EEO Specialist in interim and was stationed at Fort Campbell, KY. She received her mediation certification from the Justice Center of Atlanta. As an EEO Specialist, Dr. Pacheco Turner became the Diversity and Inclusion Program Manager & Hispanic Employment Program Manager. She moved to Aberdeen, MD, in 2017 where she served as the Complaints Manager, one of the advisors to the Special Emphasis Program Managers Committee and the Sexual Harassment & Assault Resource Center, at Aberdeen Proving Ground, MD.

    Dr. Pacheco Turner serves as the Deputy Director for the United States Department of Agriculture's Foreign Agricultural Service, Office of Civil Rights. Previously, she served as the Conflict Resolution & Affirmative Employment Program Manager, at The United States Army Test and Evaluation Command, Office of Civil Rights Diversity, Equity & Inclusion & Human Relations (ATEC-OCR). Concurrently, she, serves as Adjunct faculty with Harford Community College in Churchville, MD.

    In addition, she serves on various affinity groups including, The National Council of Hispanic Employment Program Managers Executive Board (NCHEPM), The League of United Latin American Citizens (LULAC), and Federal Training Institute (FTI). Dr. Pacheco Turner has 3 amazing children, two sons (Jaden and Elijah) and a daughter (Abrianna).

  • Magda Brown (Gomez) serves as the Hispanic Employee Program Manager and Equal Employment Opportunity Specialist for the U.S. Department of Housing and Urban Development (HUD). In this capacity, Magda works facilitating inclusion in the workforce. She works closely with all Affinity and Employee Resource Groups.

    Magda has 14 years of federal service. Prior to her current role, Magda worked as a Fair Housing Equal Opportunity Investigator for HUD, as a Senior Investigator for the Equal Employment Opportunity Commission, and as an Investigator for the Department of Labor and the National Labor Relations Board. She earned a Bachelor of Arts from the University of Maryland, a Master of Architecture from the Catholic University of America, and an Master of Science in Negotiations and Conflict Management and Labor Relations from the University of Baltimore, where she is currently working towards earning a Doctorate degree in Public Administration. Beyond her professional endeavors, Magda is also an active member of the Air National Guard – U.S. Air Force, further demonstrating her dedication to service and leadership.

  • Yvette Delgado is a Senior Diversity and Inclusion (D&I) Specialist with the Office of Minority and Women Inclusion (OMWI) at the Federal Housing Finance Agency (FHFA).

    In this role, Ms. Delgado works with OMWI leadership on the development and implementation of policies and programs pertaining to FHFA’s diversity and inclusion workforce initiatives. In addition, she collaborates in the management, development, and application of internal, external, and procurement diversity and inclusion efforts.

    Before joining FHFA, Ms. Delgado served as the Affirmative Employment Program Manager and Equal Employment Opportunity (EEO) Specialist at the U.S. Department of Agriculture where she led and managed the Special Emphasis Programs observances, establishing partnerships with affinity groups, agency officials, and professional organizations to promote the outreach and recruitment efforts of the agency.

    Prior to that, Ms. Delgado served as an EEO Specialist at the National Transportation Safety Board where she managed the Special Emphasis Programs, processed informal complaints, reasonable accommodation requests, coordinated EEO compliance trainings, hosted cultural awareness webinars, led, developed, and monitored the Management Directive (MD) 715 report. Furthermore, she served as an advisor for the Diversity Council, hosted quarterly meetings to identify barriers to EEO and developed strategies for eliminating such barriers to ensure a model agency program. Ms. Delgado is a Contracting Officer Representative Level II, a certified EEO Counselor and completed a Mediation course with the Defense Equal Opportunity Management Institution (DEOMI).

    Ms. Delgado is the Membership Coordinator for the National Council of Hispanic Employment Program Managers and the Committee Chair for the Interagency Training Initiative for the Small Agency Council Equal Employment Opportunity  /Diversity & Inclusion.

  • Dorissel Resto began her career with the federal government in 2017. She served as an intern with the Hispanic Association of Colleges and Universities Pathways program with the U.S. Department of Agriculture, National Institute of Food and Agriculture (USDA NIFA).

    In 2020, she was hired by the USDA NIFA as a program specialist. In this role, she provides program support for NIFA grant programs promoting the agency's research, education, and extension portfolio with primary responsibilities for the Insular programs. The Insular areas include the eight Pacific and Caribbean U.S. territories. Dorissel also supports grant programming for the Alaska Native-Serving and Native Hawaiian-Serving Institutions programs. She contributes to NIFA's flagship funding program, the Agriculture and Food Research Initiative, as the program specialist on the Professional Development for Agricultural Literacy competitive grant program. Dorissel supports program development and evaluation and provides outreach and community service for NIFA's stakeholders.

    In 2023, Dorissel was elected to serve as the Hispanic Employment Program Manager. In this role, she advocates for Hispanics and assists in better serving not only Hispanics but also other underserved communities.

    Dorissel holds a master's degree in integrated communications and Green Belt Six Sigma certification.

  • Jarel J. Soto is a dynamic professional with a strong foundation in business administration and a major in accounting. His journey in the business world has been characterized by a commitment to excellence and a diverse array of experiences across various industries.

    Jarel holds a bachelor’s degree in Business Administration with a major in Accounting and a Master of Accountancy, reflecting his dedication to acquiring a comprehensive understanding of financial principles. His academic background has equipped him with the knowledge and skills necessary to navigate the intricate landscape of business and finance.

    Jarel is a Certified Public Accountant (CPA) licensed in Virginia and formerly in Puerto Rico since 2012 and Certified Information System Auditor (CISA) since 2019.

    Jarel has over 14 years of combined experience in the tax, accounting, consulting, and auditing field. He has proven himself as a valuable asset in different sectors. He has experience in rendering services to a wide variety of clients and organizations, specially in the retail, non-for-profit, governmental, and services industries.

    Jarel began his professional career in 2009 as a staff member and later as supervisor in Cruz & Urrutia CPA LLC in Puerto Rico, where he got experience in bookkeeping, audit, tax, and consulting. In 2018, he started as IT auditor in the Government and Public Sector at Castro & Company and 4 years at KPMG LLP. In 2024, he started a new journey as auditor with the Defense Contract Audit Agency, a federal agency.

    Throughout his career, Jarel has demonstrated a commitment to excellence and a willingness to take on diverse challenges. His ability to seamlessly transition between different industries reflects not only his adaptability but also his dedication to making a positive impact in every professional endeavor. Jarel continues to be a driving force in the world of business and finance, leaving an indelible mark on the organization and industries he engages with.

  • Kirby embarked on her Federal Aviation Administration (FAA) career journey in September 2011 when she joined as an Aviation Safety Assistant (ASA) for the Bradley Flight Standards District Office (FSDO). During her tenure as an ASA, she demonstrated exceptional skills and dedication, which led to the opportunity to serve as a Liaison with the Department of Transportation's Office of the Secretary. In this role, she worked tirelessly to increase Idea Hub usage and foster greater involvement.

    Kirby's commitment to community outreach and making a positive impact shines throughout her career.

    In 2013, Kirby took on the lead role for the Bradley FSDO’s Combined Federal Campaign (CFC) where she organized outreach to local CFC organizations and along with her co-workers provided clothing, groceries, household goods, books, toys and more to 5 families in need between 2012 and 2015.

    In 2016, she joined the Atlanta Aircraft Certification Office, initially as a Program Assistant and later as a Management and Program Analyst. During this time, she successfully integrated the community efforts she had spearheaded in her previous role, further solidifying her reputation as a dedicated professional and commitment to community. In 2021, Kirby served as the Administrative Officer for the AIR Standardization branch.

    Her dedication to professional development led her to participate in the Professional Women Controller's National Mentor Program in January 2023. As part of this program, she co-led a Virtual Lunch and Learn session, where she and her group project partner facilitated a discussion on overcoming challenges, embracing diversity, and empowering others, particularly as a woman, in the aviation industry.

    Passionate about promoting diversity, equity, inclusion, and accessibility (DEIA), Kirby has taken on significant roles as the Public Affairs Chair for the National Black Coalition of Federal Aviation Employees (NBCFAE) and Communications and Website Manager for the National Council of Hispanic Employment Program Managers (NCHEPM). She actively seeks opportunities to give back to her community and strives to make a meaningful difference in the lives of others.

    She currently serves as a Management and Program Analyst, supporting the Special Emphasis Program Managers, in the FAA’s Office of Civil Rights.

    Beyond her professional achievements, Kirby holds a degree from Post University, resides in Georgia and is a dedicated single mother to her children Leila, Isabelle, and her beloved fur baby, Atlas. She actively engages in her community, serving as the Secretary and Fundraising coordinator of her daughter's School PTA. In her free time, Kirby nurtures her creative side through her passion for photography and graphic design and is an avid reader.
